I woke up this afternoon and my vga file is misssing from my web cam and hotmail won't open

Hotmail says I am missing MSVCR1,10dll is missing and uploaded a new copy and said the same thing. My Cyberlink web cam was working fine and now it won't open d/t VGA hardware or driver misssing.l Thgis is d/t to MS downloading IE 10
