Visio Professional 2013 Crash

To Whom It May Concern,

I have a user who opened Visio 2013 for the first time and it first stated stopped working and then ended up crashing. I checked the event viewer and saw the error. I than, googled the error and came up with two solutions that worked before for other users. Both being, Turn off the Bluetooth add-in (that was not on in the first place) and second, to repair it from the control panel which I did and that did not work. I have uninstalled it and installed it back and it is happening once again. I have also tried it in safe mode and it still happens. Any clues? Below is the information from the event viewer.
